Organizing the government as a lean start-up in crisis

With the COVID-pandemic the world is facing an unprecedented health crisis. Governments, companies and global supply chains struggled to cope with the challenges and underwent a huge stress test. From a healthcare perspective, all institutions were faced with a shortage or supply difficulties for personal protective equipment (PPE), health infrastructure and testing capacity.


During the crisis Minister Philippe De Backer and his former director Dries Holvoet were asked to tackle the shortage of PPE and the need for more testing for the federal government when Belgium entered its first lockdown. They transformed the existing bureaucratic organisation across different levels of government into a start up looking for innovative solutions. During this webinar, they will elaborate on the challenges they faced and leadership and management principles they used.

Philippe De Backer holds a PhD in biotechnology from Ghent University and an MBA from Solvay Business School. He worked for a venture capital fund and as a technology transfer officer in the field of biotech and health care. From 2011 he was a member of the European Parliament and from 2016 a minister in the Belgian Federal Government.

Dries Holvoet

is a current AMS EMBA participant. He studied law and political science at the university of Ghent. After his studies he went to the Balkans where he studied for six months in Belgrade and worked for 2 years for the field mission of OSCE in Kosovo. After that period he started working for the Antwerp World Diamond Center and their commercial daughter HRD Antwerp as chief business development and internationals. Since October 2015 he joined the Flemish (and later federal) cabinets of liberal ministers where he took the role of (deputy) director. In 2017 he obtained a postgraduate cooperate finance at KU Leuven and started his EMBA at AMS in October 2019.
