1. Dublin Descriptors

For the Master of Public Management the Dublin Descriptors are specified below.

D1. Knowledge and understanding

The Master in Public Management offers its participants a thorough knowledge and understanding of public management and administration in all its diverse aspects and its applicability to a wide range of practical management and policy situations. This is achieved in two ways. First of all several courses give insight in the public sector, its actors and its particularities (legal context, societal etc. ). Second, all functional management domains are treated in depth (such as strategic management, HRM, change management, communication management, public finance and accounting, …). Transfer of knowledge and understanding is achieved in a variety of interactive ways: lectures with class discussion, preparation by reading academic literature, exercises, evaluating cases and practices, identifying problems and presenting well-founded solutions, etc.

D2. Applying knowledge and understanding

The aforementioned methods offer participants the opportunity to apply their new insights and knowledge. This is achieved not only by the learning tools and teaching methods mentioned, but also enhanced by well chosen exercises that enables them to reflect on their current professional situation. In addition the master projects should be given special mention. These projects give the participants the opportunity to apply many of the skills and knowledge they have acquired during the program and to make the bridge between their studies and real life professional situation. These projects are guided and coached by Antwerp Management School faculty. To prepare the students a course is lectured on research methods and methodology

D3. Making judgments

From the outset, participants are challenged to bring in their own opinion and participate fully in class discussions. The diverse professional backgrounds present in the student group, ensures a diversity of points of view and ways to tackle managerial discussions. Participants are made to understand to use this confrontation of opinions to achieve a more comprehensive and balanced judgment. Additionally, feedback is given on how to use academic and analytical knowledge to carefully evaluate different management and policy strategies and their implications in a real-life situation. Special attention is given on how to deal with social and political responsibilities, how to prepare policy and on the legal and societal context of public administration.

D4. Communication

Specific courses and seminars are offered to enhance the presentation and communication skills of the participants. One can mention communication management, a seminar on presentation skills, the skill lab on leadership, debate classes as part of multi-level governance and the skill lab on writing a policy letter. In several courses the participants will be judged on the quality of their written reports and verbal presentations and in some cases on the communication process and their interaction with other participants.

D5. Learning skills

The executive program Master in Public Management pays special attention to learning and developing skills of its participants. Program-related learning skills are introduced to ensure an efficient and high quality learning experience for the participants. Students are taught how to write reports in an academically correct way, how to analyze problems, how to make a good individual or team presentation, etc; Moreover to achieve these objectives two skill labs are organized. One of them treating leadership and coaching. The other allowing them to (better plan) policy and to write a policy note. The program also offers an extra course on specific skills such as handling conflicts within teams, having difficult conversations with co-workers, etc.

2. Learning Objectives

The Master of Public Management aims to provide the participants with a thorough theoretical understanding of public management concepts and the ability to apply these in practice. The following learning objectives (L) and qualifications can be determined:

L1. From a broad and thorough conceptual/theoretical knowledge that matches the current national and international standards, be able to independently identify issues concerning management in the public sector, and develop and subsequently defend well‐founded proposals/solutions. This involves all phases of the management cycle: preparation, development, implementation, and evaluation.

L2. Be able to analyze management questions on the basis of knowledge of and insight into current management methods and research techniques in keeping with the application of information and communication technology, both independently and in group, write reports and present them, while making a significant contribution by presenting a solution for the problems at hand.

L3. Be able to critically test solutions for public policy questions against ethical and societal values and norms and against legal context(s) in order to arrive at acceptable solutions.

L4. Be able to provide well‐founded direction and guidance to changes in the public sector.
