Impactevaluatie ESF-interventies “Anders Organiseren”
Study on the impact of the shift towards an Innovative Labor Organization (ILO), as part of the ESF projects “Anders Organiseren”.
This research project was established with the support of the European Social Fund.
Problem
The ESF projects “Anders Organiseren”, that stimulate organizations to shift towards an Innovative Labor Organization, are granted a substantial part of the Flemish ESF program funds. From the perspective of program management as well as from a policy point of view, an impact evaluation is required to gain insight into the factors that may lead to the potential success of this type of interventions in practice.
Solution
The objective of this research project is threefold:
- learn how this type of interventions work, to be able to design and implement better interventions in the future.
- gain more insight into the key mechanisms and conditions of the shift to ILO that guarantee or improve labor quality and employee productivity.
- provide the project evaluators with handles to determine the conditions that future project applications should meet, in view of the future design and implementation of successful interventions.
Course
This project surveys organizations that have been granted subsidies for the implementation of “Anders Organiseren” ESF projects. Data are collected through a combination of quantitative and qualitative research methods, including case study and in-depth qualitative analysis using the innovative Process Tracing methodology.

The research project will provide insight into the factors that determine whether a shift towards an Innovative Labor Organization can be successful. These insights are not only relevant for ESF Flanders as the granting institution for the “Anders Organiseren” projects, but also for organizations that want to make the shift towards ILO and for consultants who want to guide them in this process.
